Phillip is survived by his brothers Larry S. Rothstein, resident of Virginia and Stuart H. Rothstein, resident of North Carolina. He is also survived by his three daughters, Cindy Levenson and Michele Sohnen of California and Kelly Tsujioka of Maryland, and his son, Edwin Hart, as well as 12 grandchildren. His grandchildren are Daniela, Corey, Jayden, Jared, Trevor, Nicolas, Carina, Sean, Jeremy, Zoe, Paige, and Lucas. He is also survived by Janice Tracy of Maryland.

Phil worked as an insurance broker for Stone-Tapert Company for many years. He also served in the Air Force from 1961-1969, working for the NSA. He was a resident of Placentia, CA for many years and was involved in the Fullerton Civic Light Opera and the City of Hope. He was a graduate of Fullerton Union High School class of 1961.
